Crisis Prevention and Recovery

Emerging from decades of conflict and unrest Angola continues to face the multiple challenges of addressing the threats posed to civilians by landmines and Explosive Remnants of War (ERW) left from the conflict, emerging threats posed by the uncontrolled proliferation of firearms and armed violence in communities, as well as threats posed by natural disasters.

UNDP has supported mine action activities for more than ten years and its value to the sector is well established. As Mine Action in Angola is currently going through a phase of escalation, with the availability of national budgets and new technologies, UNDP’s role in providing strategic support is increasingly needed to ensure efficiency, the maintenance of standards and that resources reach those most in need.

In addition to UNDP support to Mine Action, UNDP has also supported Government initiatives in managing Small Arms and Light Weapons (SALW) and Disaster Risk Reduction (DRR) in recent years.

In order to provide consolidated support, UNDP has developed an integrated CPR programme to enhance national and local capacities to respond to these challenges and contributes to increased planning, coordination and implementation of the national strategy on mine action, small arms and community safety, and natural hazards in Angola.

The integrated CPR programme ensures that UNDP delivers a coordinated response to these threats resulting in tangible improvements to freedom of access, human security and human development in Angola.

Calamity and natural disaster in Luanda

 

Currently, Disaster Risk Reduction (DRR) is a sub-practice of UNDP CPR in Angola, and in 2011 efforts to restart support to the practice area where made which saw UNDP leverage support from the UNCT and RSC in developing a new support package for the SNBCP. The UNDP CPR team in Angola represents UNDP on the UN Disaster Management Team and is active participant in support of emergency coordination. The Government requested support from the Resident Coordinator on capacity development in the area of information management.

Main Achievements in 2011

In 2011 progress continued to be made in the area of mine action, although the Government of Angola (GoA) announced in its annual report that its Article V obligation regarding the clearance and destruction of all known anti-personnel mines under the Mine Ban Convention will not be reached by its 2013 deadline. With the assistance of UNDP support to the national mine action authority known as the Intersectoral Commission for Humanitarian Demining and Assistance (CNIDAH) the leadership and capacity improved during 2011 as UNDP provided specific technical assistance to CNIDAHs database and quality assurance teams to help monitor and record the clearance process. Capacity development support to the National Demining Institute (INAD), which is the demining arm of the GoA, continued to improve in 2011 and contributed to the government’s strategic reconstruction and development goals, as well as to supporting fulfilling Angola's obligations under the Convention.

Key results in 2011

The UNDP Mine Action support played an important value added role in the development of mine action in Angola, although based on a international evaluation of UNDP's support (2008-2010), there remains some scope for further work. The evaluation determined that UNDP's capacity development support to CNIDAH and INAD were conducted in a satisfactory way by the UNDP Technical Advisory Team, in key sub-fields:

  • Planning and organizing of Angola's Annual Summit on Mine action attended by key donors, NGOs, and Government of Angola officials.
  • Drafting and development of national mine action legislation and standards in view of CNIDAH as the National Mine Action Authority.
  • Training and operational support for the QA/QC process to control completion and reduce backlog.
  • Technical support and advocacy for the Mine Ban Convention implementation.
  • Support and technical guidance on land release, technical survey and mechanical methodologies.
  • Increased management and technical and updated curriculum capacity of INAD Technical Demining School (ETD) (Luanda).
  • Seven of 15 INAD demining brigades trained and equipped and responding to development needs in Angola in a safe and efficient way.

Challenges for 2012

  • Support for Information Management (IM) - Preparedness and Response to Natural Disasters - Hire a Information Management Specialist to work with National Civil Protection Service (6 months) on the development of a IM Strategy and building in-house capacity;
  • Development of a Disasters Risk Reduction Programme: To be developed in partnership with the SNPCB, key line ministries, specially the Ministry of Environment and other relevant stakeholders having as main output the institutional strengthening and capacity building for Disasters Risk Reduction to be implemented by the National Disaster Management Authorities
  • Provision of a TA for a period of 6 months to work with the National Civil Protection Agency in Luanda for the development of a national information management strategy for emergency preparedness and response.
  • Development of a multi-year DRR capacity development project document
  • Provide strategic advisory support to the senior management of the National Authority for Mine Action and main public demining operator
