Stockpile Destruction Project ( Mine Action )

Completion phase:  Italian support to NGO Mine Action Operational Activities in Angola

A new NGO mine action project formally entitled Completion phase:  Italian support to NGO Mine Action Operational Activities in Angola was approved for implementation by the Ministry of Planning and UNDP on December 28, 2005. 

On January 18, 2006, a project cooperation agreement was also concluded between an international Italian NGO, InterSOS and UNDP officially starting the implementation of the project by InterSOS. This mine action project will be implemented by InterSOS, as the completion phase of the project implemented by the same NGO from 2003 to 2004. 

By implementing mine action activities, including mine survey & demarcation, clearance & Explosive Ordnance Disposal, coupled with basic capacity building training activities, InterSOS will deliver three outputs at the end of the project in the identified areas of Huíla and Cuando- Cubango provinces.   

  1. Basic managerial and operational competence of an identified national NGO, AJOSAPA will be enhanced.
  2. Local reintegration process of returning IDPs and refugees will be facilitated.
  3. InterSOS will be reimbursed for the cost incurred by the NGO for the Landmine Impact Survey (LIS) completed from January to August 2005 under the supervision of national mine action authority, “Comissão Nacional Intersectorial de Desminagem e Assistência Humanitária às Vítimas de Minas, “CNIDAH”.

It is planned that the national NGO, AJOSAPA’s personnel trained by InterSOS will undertake field mine action operations under the management and supervision of InterSOS as a part of the capacity building activities.  On March 13, 2006, InterSOS started providing AJOSAPA trainees with basic managerial and technical training.

The total project cost is USD 605,217.03, which is financed by the UNDP Thematic Trust Fund for Crisis Prevention and Recovery / Mine Action supported by Italian government.  The durationof the project is eight months from January to September 2006.

Stockpiled Destruction project

The Stockpile Destruction project aims to ensure Angola’s compliancy with Article 4 of the Ottawa Convention by supporting the identification and destruction of all stockpiled anti-personnel landmines existent in the country by December 31, 2006. 

During 2005, the Project Team that was established at the national mine action authority, CNIDAH, implemented three-quarters of the capacity building training planned under the project.  The Team also completed the procurement of essential equipments and tools to equip the base office in Luanda and two Operation Teams that are comprised of trained officers from Angolan Armed Forces (FAA), National Institute for De-mining and National Police. By February 2006, whilst continuing to obtain new data of stockpiles from FAA and National Police, the project team completed preparation of a detailed Operational Plan to undertake Stockpile Survey & Analysis in all provinces.  This is a critical phase of the project, as the data verified through the survey will reveal the magnitude of stockpile problems in the country, thus providing the team with a basis, on which it will formulate a detailed intervention plan for actual stockpile destruction at the 4th phase. 

Despite all efforts that have been made thus far, however, the project’s implementing partner, CNIDAH, is still in a protracted process of obtaining from the pertinent Angolan authority an authorization to deploy its Operations Teams to undertake nationwide Stockpile Survey & Analysis.  This has been resulting in unexpected delay in the completion of the planned activities.  Whilst sharing with the CNIDAH concerns over the severe delay in issuing the required authorization on the part of Angolan government, the UNDP together with the project’s main donor - the European Commission is continuing to support Angola in fulfilling its international obligation under the Ottawa Convention.

Capacity Development of the National Institute for Demining (INAD)

During the 1st quarter of 2006, with the assistance of UNDP Bureau for Crisis Prevention & Recovery (BCPR) preparatory assistance expert, the UNDP Angola completed the 4th draft of the project document for a new mine action project entitled Capacity Development of the National Institute for De-mining (INAD).  This draft will now be shared with the INAD and Ministry of Social Assistance and Reintegration (MINARS) in April for their final review and agreement. This three years project aims to assist INAD to enhance its role as the national de-mining operator.  The specific outcome of the project will be consolidated access and security for development efforts in Angola through developing the capacity of INAD.  The project is also expected to support the achievement of Goal 2 of Angola’s National Poverty Reduction Strategy 2004-2006, the protection of human security through de-mining, disarmament and social order.

To facilitate smooth start-up of the project in the 2nd quarter, UNDP has been undertaking an international recruitment process to deploy two of the six technical advisors to be attached to the INAD in May.  To support the deployment of the two advisors for the 1st year, UNDP BCPR and Angola jointly plan to contribute to the project approximately USD 500,000 from own resources.  Whilst concluding the formulation of the project in April, UNDP together with INAD and MINARS will double its efforts to mobilize the resources required for the full implementation of the new project.
