Government of Japan Supports Nattional Institute for demining (INAD) with a Grant Amounting to four Million US Dollars

Luanda 14 th December 2006, On Friday 15 December 2006, the Government of Japan will make a grant of Four Hundred Sixty Four Million Japanese Yen (JPY 464,000,000) – equivalent to approximately Four million US Dollars (US$ 4,000,000) – to the Government of Angola through the United Nations development Program (UNDP) to support the strengthening of the technical and operational capacity of the National Institute for Demining (Instituto Nacional de Desminagem – INAD) throughout Angola.

The formal signing ceremony of the exchange of notes between the Government of Japan, UNDP and the Government of Angola will take place on Friday 15th of December 2006 at 11:00 a.m. at the Ministry of Social Affairs (MINARS), 2 nd Floor Conference Room.

The Japanese Government grant will support the project entitled “Capacity Development of the National Institute for Demining – INAD” that will be implemented in the coming 3 years throughout the country with technical and financial assistance from UNDP. The project budget amounts to approximately US$ 12,114,000, of which US$ 4,000,000 are funded  by the Government of Japan, US$ 495,000 by UNDP and US$ 7,609,000 by the Government of Angola. The main objectives of the project are the following:

·        Increased management and technical capacity of INAD at Headquarters level;

·        A dynamic and well supported Technical Demining School (ETD) that has renovated premises, enhanced management systems and an up-dated curriculum based on international and national mine action standards; and,

·        7 of 15 demining brigades trained and equipped and responding to development needs in Angola in a safe and effective way.

The formal signing ceremony will count with the presence of their Excellencies the Deputy-Minister of Social Affairs, General Mateus Miguel Ângelo, the Ambassador of Japan in Angola, Mr. Susumu Shibata, and the UNDP Director in Angola, Dr.ª Gita Honwana Welch.

The National Institute for Demining (INAD) is a national institute under the responsibility of the Ministry of Social Affairs created by the Law Decree nº 121/03 of 21 de November 2003 approved by the Council of Ministers, and has the mandate to conduct demining operations throughout the country.

In addition, to strengthen the technical capacity of INAD, the Government of Japan has already approved the use of the accumulated counterpart funds coming from the Japanese food aid to Angola for the purchase of two demining machines that will be used by INAD in a very near future.
