Brief Description:

The Programme addresses the need to build and strengthen national capacity for advocating and mainstreaming gender and human rights into various development processes in Angola, thus contributing to the empowerment of Angolan women. In order to accomplish this it will focus on the following main areas:

i) Strengthen the capacity of MINFAMU, the Multi-Sectoral Gender Committees at national level and in selected Provinces as well as key women’s organizations;

ii) Support for policy development and dialogue, especially the National Gender Policy and ensure that gender and human rights are mainstreamed into the HIV/AIDS policy and Strategic Framework due for review during this Programme period;

iii) Improve protection of women’s civil and political rights, including the review and reform of key laws using CEDAW as a guide (including development of an implementation plan based on the international recommendations from Beijing+10 review) and design of an awareness campaign to ensure the provisions of CEDAW and other legal frameworks such as the Family Law Code are well known through the development of an advocacy strategy, training and support services for addressing violence against women and children;

iv) Supporting the socio-economic empowerment of women and their families, targeting disadvantaged women and their families through inter alia the creation of community-based cooperatives and business training skills and information that integrates Human Rights, GBV and HIV and AIDS.

This programme contributes to the achievement of the following UNDAF outcomes:

Strengthened national capacity for development and delivery of services and to sustain processes of social empowerment.

Enhanced promotion of pro-growth, human rights, good governance and decentralization in accordance with international norms by strengthening national capacities at all levels and empowering communities and increasing their participation in decision-making processes.

Project Outcomes

Strengthened capacity of government institutions (in particular MINFAMU and CCMG) and women’s organizations to mainstream gender into development policies, programs and projects.

Increased protection of women’s rights, access to justice by women and increased awareness by Angolan women on their civil, political and socio-economic rights

Strengthened women’s capacity to engage in decent work and manage income-generating activities.
