Capacity Building Plan Progress

As Principal Recipient for the first 2 years of the Global Fund Project, UNDP Angola had formally committed itself to strengthening the capacity of the Ministry of Health (MOH) to enable the latter to take on the responsibility as PR later on. Approx. 1.5 million USD are earmarked for the process.

The elaboration of a capacity building plan was carried in a participatory manner involving the entire Ministry of Health. The assessment involved: group work, workshops and interviews. There was a revision of the assessment and capacity building plan through national technical team (January – February 2006). Following the acceptance of the general plan by the MoH, UNDP organized an international bidding in search of a consultant team for the implementation of the plan. The selection process of 11 proposals received was performed by an evaluation panel composed of 6 members including Ministry of Health, Ministry of Employment and social Reintegration, National Assembly, UNDP and UNAIDS. The final decision was taken on March 24.The final decision is Pending Local Cap and ACP Approval.

Capacity Building Plan Contents

The contents of the implementation plan is  a short-term intervention strategy (April – December 2006). As stated above, the objective is to build the capacity of the MOH so that it can act as PR in the areas of programatic management, financial management, monitoring and evaluation and logistics.  

Areas to be addressed

1. Programatic Management   

To strengthen the human resources, through the development of management competencies; and the improvement of administrative procedures

2. Financial Management

To strengthen the capacity in terms of budgeting, adequate use and accounting of financial resources

3. Monitoring and Evaluation

To improve the monitoring and evaluation mechanisms that support greater efficiency and control of the health policies

4. Procurement / Logistics

An in-depth study is carried out by a private logistics company under the supervision of UNICEF. The report will be available in early April. The GF unit will work jointly health partners to define an implementation of report recommendations.     

Description of Global Fund Project Components

Summary description of the Malaria Component

The goal of the Malaria component is to reduce the burden of the disease which is the major cause of mortality in Angola. Malaria is a key factor affecting under age 5 mortality - it is responsible for 61% of hospitalisations and 53% of institutional deaths in this age group. Therefore, the project is focused on children under 5 and pregnant women. Six specific objectives were defined as part of the national strategic malaria control plan:

Specific Objectives

  • To ensure that at least 60% of the target population have access to prompt and effective treatment for malaria
  • To ensure that at least 70% of pregnant women attending antenatal care services receive appropriate IPT according to national policy
  • To ensure that at least 40% of children under the age of 5 years and pregnant women benefit from the use of ITNs to prevent malaria
  • To increase the percentage of people in epidemic prone province of Namibe, sleeping in appropriately sprayed structures (15 000 houses sprayed)
  • To strengthen and expand quality assurance for malaria diagnosis
  • To establish sufficient capacity for the MOH, the National Malaria Control Programme and provincial health directorates for effective management, coordination and stewardship in malaria control

The objectives will be reached though a county wide cascade of trainings of public health personnel, equipment of laboratories, financing of WHO malaria focal points at central and provincial level, enhanced monitoring and evaluation efforts, a country wide campaign of distribution of mosquito nets, procurement and distribution of drugs (in particular Coartem)

Implementing partners: National Malaria Control Programme, WHO, UNICEF, PSI

Current status (start of project April 1, 2005): 430 000 mosquito nets arrived in Angola, other 700’000 ordered (to be distributed in a unicef vaccination campaign in July 2006), 2 studies on use of nets were initiated, Coartem and other drugs arrived, yet distribution not yet agreed upon. All WHO officer were recruited and started working on central level and in the provinces. 15 000 houses were sprayed by WHO in the Namibe province.

Summary Description of the Tuberculosis Component

The goal of the Tuberculosis component is to establish a strong foundation for Directly Observed Treatment (DOTS). This effort is to be accomplished by strengthening the functioning of laboratories through equipment and improved reporting capacity, training, enhanced administration of drugs and quality control. The project is implemented in eleven provinces in which 75% of Angola’s population is concentrated.

After extending and strengthening DOTS procedures within the 2 year project, the National Tuberculosis Program (PNCT) will turn to the special circumstances that challenge DOTS expansion, such as co-infection with HIV/AIDS and multiple-drug resistance.

Implementing partners: CUAMM (Italian NGO), National Tuberculosis Programme

Current status (start of project July 1st, 2006): Trainings for health personnel are carried out according to the timelines. Since January 2006, the Dots treatment is distributed by the implementing partner. Two out of 6 clinics targeted were rehabilitated. Procured by the UNDP GF unit, equipment for the 60 laboratories targeted arrived.

Summary Description of the HIV / AIDS Component

The goal of the HIV/AIDS component is to prevent HIV transmission and reduce socio-economic impact of the HIV epidemic in Angola through the implementation of a multi-sectoral approach that extends existing efforts in HIV prevention, treatment and surveillance while increasing institutional capacity.  

Specific Objectives

  • To strengthen the institutional capacity if the National HIV/AIDS programmes to manage HIV/AIDS and Sexually Transmitted Infections (STI) activities.
  • To strengthen the epidemiological surveillance system of the HIV/AIDS by development of a sentinel surveillance site system and implementing and decentralized information system.
  • To expand access to and demand for HIV/AIDS Voluntary Counselling and Testing (opening of 6 new VCT centers) nation wide.
  • Provide ARVs to 2500 PLWHA
  • To increase HIV awareness and induct behavioural changes through project with NGOs and mass media.
  • To reduce the vertical transmission of HIV by means of a national PMTCT plus programme in maternities, hospitals and reproductive health services.
  • To secure medical assistance to People Living with HIV/AIDS (PLWHA) through specialized centers and psycho-social support.

Implementing partners: Instituto Nacional da Luta contra SIDA, National Blood Bank, Fuerzas Armadas, Ministry of Work, various national NGOs

Current status (project start Oct 1, 2005): In an open bidding process, 22 NGO projects for HIV primary prevention activities were selected. A bidding process for a mass media campaign has been initiated.

The agreements with Blood Bank and Instituto National da Luta contra SIDA were signed. The operational plans of all national partners were finalized.

All procurement is carried out by UNDP - in close cooperation with the Clinton foundation, 4 CD4 arrived. The combination of ARVs is arriving first half of April. 20 million condoms were ordered just as a number of drugs to treat opportunistic infection
