Goal Two: Achieve universal primary education

Target one: Ensure that all boys and girls complete a full course of primary school by 2015.

Enrollment in primary education has improved considerably with gross enrollment rate increasing to 5.8 million in 2007 (more than 75% compared with 2003) and with 29.000 new teachers recruited between 2003 and 2005. This rate is lower than the average in the SADC countries.

  • Net enrollment rate in primary school rose from 47% in 2004 to 56% in 2005. Angola has the second lower SADC rate, where the average is 37%. Again, recently the Government has reiterated, in its Medium-Term Development Plan [2009-2013], to ensure that the net enrollment rate in primary school reaches 100%.

  • The completion rate in primary education, estimated at 36% in 2003, is still very low, that’s why the increase in net enrollment rate is moderate, despite a sharp increase in gross enrollment rate.
