Brief Description:                                  

The present project will help launch a sustained support to advocacy and partnership activities aimed at mainstreaming NEPAD strategic vision into national development policies, as a means of ensuring monitoring the country’s progress towards achieving the Millennium Development Goals (MDGs).  More specifically, the project aims at enabling the establishment of a national mechanism for monitoring the MDGs through the preparation of the first two MDG Reports and web site for regular reporting on MDG/NEPAD activities. The sharing of public information is expected to enhance capacity to make the programme a citizen driven exercise and ensure its full national ownership. The project aims also at supporting Angola’s efforts to formulate a framework for NEPAD mainstreaming and to realign MDG into current exercises such as the PRSP. The programme’s beneficiaries include administrations, civil society and private sector bodies as well. The UN Country Team and other specialists will support the programme through a collaborative effort.

Achieved Results

The programme facilitated the elaboration of two national reports on the Millennium Development Goals (MDGR) in 2003 and 2006, respectively. The 2003 report helped the compilation of updated statistics at the national level and served to set up baselines for monitoring the country’s progress towards the goals in all MDG standard indicators. The 2005 report focused on policy analysis in an attempt to assess the strength of current national policies, plans and programs to put the country on track to meet the MDGs. Besides the substance, the process that led to the production of these reports was highly participative and helped to enhance the national debate on key development issues and the overall sense of ownership. 

Expected Results

In the course of 2008, project activities will focus on:

scaling up awareness of key stakeholders around the MDGs through an advocacy campaign that will be designed to target various audiences, including civil society organizations at the national and sub-national level and the public at large;

forging and strengthening partnerships through efforts to build a broad coalition around the MDGs, involving all key stakeholders;

developing the national capacity in MDG-based planning with activities ranging from the implementation of an MDGs needs assessment exercise, a public expenditure review or support to policy reform in strategic areas such as trade.
