The UNDP's role in the UN in Angola and UN's Development Priorities

The Resident Coordinator (RC) system encompasses all organizations of the United Nations dealing with operational activities for development. The RC system aims to bring together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level. Resident Coordinators, who are managed through UNDP, lead UN country teams in more than 160 countries and are the designated representatives of the Secretary-General for developmental activities. Working closely with national governments, Resident Coordinators and country teams advocate the interests and mandates of the UN drawing on the support and guidance of the entire UN family. The role and functionality of the Resident Coordinator system is described in a statement issued by the Administrative Committee on Coordination in 1995.

The Resident Coordinator's Office

The Resident Coordinator’s Office provides support to the Resident Coordinator and the UN Country Team. It facilitates day-to-day collaboration, joint initiatives, and implementation of the UN Programme for Reform.

The Resident Coordinator’s Office organizes monthly coordination meetings, ensures that pertinent UN information flows to all UN agencies operating in Angola, monitors the efficient functioning of the joint UN interagency teams and, as a priority task, supports the CCA/UNDAF preparation and follow-up processes as key instruments of the Secretary-General's program of Reform.

In Angola, as in the majority of the developing countries, the Resident Representative of UNDP is the designated Resident Coordinator of the UN System. The Resident Coordinator is dircetly assisted by the Resident Coordinator's Office (RCO). At present, Ms. Jocelline Bazile-Finley, is the Resident Coordinator of the UN System's Operational Activities for Development in Angola and also the UNDP Resident Representative.

Priorities and Achievements of the UN System in Angola

The key aspects of the 2009 Workplan draw primarily on a number of key deliverables for which funding is expected from both DOCO and the Agencies cost-sharing. They cover primarily the areas as follows:

  • Support to operationalization of UNDAF, through the formulation of the operational guidelines and the holding of a joint annual review of respective country programmes against UNDAF priorities.
  • Develop an interagency UNDAF M&E mechanism and methodology .
  • Support the Government of Angola in the preparation of the 2009 MDG Progress Report, the first after a long hiatus.
  • Continue the MDG Advocacy campaign.
  • Pursue to finalization of HACT assessment and roll-out.
  • Highlight the UN role and its comparative advantage through increased advocacy, Observance of special UN celebrations, organization of forum for discussions and creation of a UN Website.
  • There is a critical need to strengthen the office of the RC, through the recruitment of a Senior Coordination Officer. While efforts have been made to obtain funding from the Spanish MDG for the position of a JPO Coordination, the Office of the RC is in critical need to strengthen its capacity. There has been no Coordination Officer for over a year, and efforts to obtain agency cost-sharing were met with resistance. With the implementation of two recently approved MDG-F Joint Programmes and the operationalization of the UNDAF, the function of a Senior Coordination Officer is of critical importance

Key Achievements in 2009

UNCT Contribution to the National Development Plan/Poverty Reduction Strategy

  • MDGs fully integrated
  • DevInfo software technology used by the Government to monitor the indicators on Child in Angola.
  • Reached decision point by the Government. The Council of Minister recommended DevInfo software to monitor the 11 commitments on children in Angola. Indicators being selected and agreed among the National Institute of Statistics and line ministries.

Aid Coordination / Management / Paris Declaration

  • Planned efforts to making use of national systems in the areas such as programme/project reporting, PRS/sectoral monitoring and evaluation systems, annual PRS/sectoral performance reviews, national procurement systems, etc
  • Improved access to donors for UNCT agencies and strengthened coordination and info sharing with regard to fundraising efforts.
  • Launching in April 2009 the UN joint project on Water and sanitation with the Spain MDG Funding.

UNDAF/Common Programming

  • UNDAF document cycle 2009-2013 approved by the Government in February 2009
  • Harmonized and aligned CPD, CPAP and AWP.
  • CPDs, CPAP and other UN Agency workplan fully aligned with UNDAF objectives and the Government Medium Term (5 years) plan.

Joint Programmes

Joint UN programmes adequated to respond to government challenges and provide a cost-effective support.

HACT

Cash transfer procedures harmonized and implemented.

- Macro-assessment conducted.

- Micro-assessment partially conducted.

HIV/AIDS

  • Joint UN Team on HIV/AIDS established.
  • National HIV/AIDS Strategic Plan implemented.
  • Integrated workplan with HIV National Institute.

Human Rights

  • Improved capacity of UNCT on Human Rights Capacity systems.
  • Strenghthened Government capacity through training of Ministry of Interior on Human Right refugee related issues in the provinces of Lundas.

Coordination of Humanitarian/Natural Disaster Operations

  • Increased preparedness crisis prevention and natural disasters
  • Long term disaster management plan elaborated.
