Poverty Reduction
The reduction of poverty, particularly of extreme poverty, continues to be a priority for the Angolan State and the development stakeholders in the country. The “Estratégia de Combate à Pobreza - ECP” formally approved on the 11 th February 2004 and revised in September 2005 is still the main strategy document which is orientates the main areas of intervention for government and stakeholders which prioritises the reconstruction of infrastructures, increasing access to education, health, and other basic services, as well as the decentralization of governance structures.
During 2009, the Government of Angola approved the new medium term development plan, from 2009-2013, and this medium term plan should refine and build upon the Estrategia de Combate a Pobreza. UNDP’s 2008-2011 corporate strategy is anchored in the Millennium Declaration and the realisation of the MDGs, with the main objective being accelerated human development, and its four main areas of focus for development are: poverty reduction and support to the MDGs, democratic governance, crisis prevention and recovery and environment, and sustainable development.
The Poverty Cluster strategy is has identified the following focus areas for its programmes:
- Developing national capacity for planning, implementing and monitoring MDGs
- Developing national capacities for macro-economic analysis and formulation of social policies to attaining MDGs
- Strengthening national capacities at all levels and in all social sectors, grounded in human rights-based approach
- Private sector development
- Strategies for sustainable development ( environmental focus on bio-diversity and resource management)
- Institutional Capacity to respond to HIV/AIDS and other diseases

Main Achievements in 2011

Within the framework of UNDAF and as part of joint programming, the Country Office promoted adoption of monitoring tools for the MDGs in the , Water and Sanitation sector, using a multidisciplinary approach in tackling one of Angola's most challenging human development issues. This was achieved through pilot study research and baseline data collection on the water and sanitation sector in six municipalities. A monitoring database system was established and MDG based plans in the sector were drafted in three municipalities. Importantly, the Water and Sanitation Joint Programme contributed to strengthening disaggregated data collection and analysis in the water sector. |
The inclusion of MDG based planning and reporting allowed for a significant contribution towards enhancing the capacity of the Government to report on the overall status of MDG 3, the promotion of gender equality and women empowerment.
In the private sector, UNDP supported outputs that resulted in drafting of legislation for regulating and promoting micro-finance interventions, including the strengthening of inter-ministerial coordinating mechanisms for the national microfinance system. UNDP assisted with capacity development of key actors through south-south exchanges for learning and comparative experience sharing, and organized forums for wider consultations on the new frameworks and legislation on microfinance and small enterprise expected to be passed in 2012. Furthermore, UNDP facilitated partnerships between the public and private sectors for improved policy dialogue, wider stakeholder involvement in inclusive and equitable growth.
UNDP also provided support to the Ministry of Health to better procure and distribute medicines for 23,151 Angolans living with AIDS. The Government procurement and supply management procedures are slow and antiquated, which means medicines often do not meet patients on time or stock levels remain unreplenished. In 2011, using UNDP's procurement systems, $3,762,256.41 of medicines were purchased and moved through customs to help ensure the uninterrupted supply of lifesaving medicines reached their destination.

Key results in 2011
- Planning capacity at the municipal level (local government staff) was targeted through the participatory development of master plans for water and sanitation in three municipalities (Luanda and Moxico Provinces).
- Technical skills in the area of planning, budgeting, and monitoring at the national and provincial level (central/local government staff) were strengthened on water and sanitation as well as on nutrition and food security in 2011.
- Technical capacities at the national and provincial level (journalists) to promote MDGs were strengthened through training and mentoring support provided by the UNJT project working in collaboration with the Ministry of Social Communication.
- Global Fund project provided funds to several assessments involving vulnerable groups as sex workers, men that have sex with men and truck drivers. Based on these assessments it was possible to get many data about behavior, HIV knowledge and seroprevalence.
- Continuity of Services of 4th Round - HIV Global Fund Project - UNDP procured ARVs, drugs for opportunistic infections and laboratory reagents to 23,151 (adults and children) HIV infected.
- UNDP provided technical assistance to the government in application to a new grant (10th Round).
- In 2011 UNDP was responsible for procurement of ARVs, drugs for opportunistic infections and laboratory reagents for 23,151 HIV infected Angolans.
- GSB/AEP are developing a platform for inclusive growth with commercial banks, chamber of commerce, federation of women entrepreneurs, industrial association for Angola and farmers associations.
Lessons learned
The procurement systems of the Ministry of Health benefitted from UNDP capacity development support in the areas of planning, stock management, and distribution methodologies.
Challenges for 2012
- Working on increasing access to rural markets, increase value chains, and expand microcredit for the poor. This up-stream policy approach is expected to help stimulate SMEs sector for people not currently employed in the construction or oil sectors. The sectors are also closely linked with improving the job prospects for rural unskilled populations. Core partners are the Ministries of Agriculture, Tourism, and Planning.
