Poverty Reduction

The reduction of poverty, particularly of extreme poverty, continues to be a priority for the Angolan State and the development stakeholders in the country. The Estratégia de Combate à Pobreza - ECP formally approved on the 11 th February 2004 and revised in September 2005 is still the main strategy document which is orientates the main areas of intervention for government and stakeholders which prioritises the reconstruction of infrastructures, increasing access to education, health, and other basic services, as well as the decentralization of governance structures.

During 2009, the Government of Angola approved the new medium term development plan, from 2009-2013, and this medium term plan should refine and build upon the Estrategia de Combate a Pobreza. UNDP’s 2008-2011 corporate strategy is anchored in the Millennium Declaration and the realisation of the MDGs, with the main objective being accelerated human development, and its four main areas of focus for development are: poverty reduction and support to the MDGs, democratic governance, crisis prevention and recovery and environment, and sustainable development.

The Poverty Cluster strategy is has identified the following focus areas for its programmes:

  • Developing national capacity for planning, implementing and monitoring MDGs
  • Developing national capacities for macro-economic analysis and formulation of social policies to attaining MDGs
  • Strengthening national capacities at all levels and in all social sectors, grounded in human rights-based approach
  • Private sector development
  • Strategies for sustainable development ( environmental focus on bio-diversity and resource management)
  • Institutional Capacity to respond to HIV/AIDS and other diseases

Main Achievements in 2009

  • Improved microfinance environment by building the capacity of the key officials of Microfinance Committee Secretariat such as Ministry of Finance, ministry of Planning and Ministry of Family and Promotion of Women;
  • Reviewed the Draft of Angola Financial Institution Regulation and Supervision Act by the Microfinance Committee Secretariat based on the enriched knowledge by thetraining;
  • Facilitated the access of improved Business Development Services (BDS), (e.g. business training, consultancy and advice, business plan preparation, etc.) for 25 BDS service providers in Cabinda, Benguela, Huila and Luanda.;
  • The first business incubator in the capital city of Luanda, with INEFOP/MAPESS as the local implementing partner celebrated the graduation of 6 incubated companies in May, 2009;
  • These companies have been benefited the technical and financial support from the incubator for two and half years from the inception period. They have created 30 job posts, and some of them have gained an access to the credit of USD 40,000.00 by the support from the incubator;
  • 500 clients visited of tthe Business Information Center;
  • Supported the Women´s Business Association of Angola (FMEA) in its expansion to provinces;
  • Entrepreneurship skills incorporated in the national curricula;
  • Study Tours to Namibe, Mozambique and Uganda on Entrepreurship
  • Draft Manual for teachers and students on the Entrepreurship to be tested in 2010 produced;
  • Private Sector Division mission for formulating the PS Strategy for UNDP Angola;
  • Secondment of PS Division colleague for six months to assist CO in the launch of GSB and capacity building of broker.
  • 458 national, provincial and NGO staff were trained in strategic planning, administration, monitoring and evaluation on HIV
  • 47 functional reference laboratories were upgraded and equipped on HIV
  • 289 lab technicians were trained on HIV and STI diagnosis.
  • 68.672.706 condoms distributed to public services.
  • 408 military school trainers on HIV/AIDS prevention.
  • 6.034 sex workers exposed to outreach program.
  • 446 NGOs trainers trained to provide prevention education to adolescents.
  • 410.773 pupils in and out of school that receive HIV/AIDS prevention information.
  • 2.221 school teachers trained on HIV/AIDS prevention and control.
  • 160. 56.patients with STIs diagnosed and treated according to national guidelines-
  • 253 health service workers trained to diagnose and treat STIs according to national guidelines.
