Sources of funding

In Angola, UNDP supports its development activities through a variety of sources of funding. These funds can be divided into two types of resources: Regular resources, known as core resources, and other resources often called non-core resources.

Regular (core) resources:

UNDP Angola receives the core funds from UNDP Headquarters based in New York. UNDP core resources are voluntary contributions made by the Member States of the United Nations. These regular funds are also called Target for Resource Assignment from the Core (TRAC). UNDP Headquarters, through its Executive Board, distributes the TRAC resources to the programme countries throughout the world based on a methodology that takes into account several criteria such as the country’s gross national product per person, its population size, the quality of the Country Cooperation Framework, and the special development needs of countries in crisis.

In Angola, UNDP Office, use the TRAC resources to fund the projects that are selected based on the priorities set by the Government of Union and National Reconciliation (GURN). The following are the areas supported by the core resources:

1) Programme support: In order to support the recovery activities, UNDP Angola received in 2007 a TRAC allocation amounting to US$ 6,061,303.

2) Operational budget: In 2007 UNDP Angola received an allocation of US$ 2,652,918 to cover staff costs and general operating expenses.

3) Development Support Services: In 2007, the Country Office received US$ 74,750 in support of its programmatic advisory services.

Other resources

Beside the regular resources, UNDP Angola funds its activities through these non core resources:

1) The Thematic Trust Funds are donor contributions’ funds that have been established by the UNDP Headquarters to help the country offices focus on their work in priority areas while providing donors with an opportunity to demonstrate their commitment to this process. In 2007 Angola received US$ 2,618,641 from the Crisis Prevention and Recovery Thematic Trust Fund in support of the mine action.

2) The Trust Funds are also donor contributions’ funds that have been established by the UNDP Headquarters in support of broad themes such as UNDP’s practice areas and regional programmes. The European Commission, the Global Environmental Facility, the Global Fund to fight Aids, Malaria and Tuberculosis (GFATM), and the Swedish International Development Agency remain the major contributors to the Trust Funds. In 2007 the Global Funds contributed US$ 12,626,934 to UNDP Angola in an effort to strengthen the national capacities in preventing and combating HIV/AIDS, Malaria and Tuberculosis.

3) Cost-sharing. UNDP Angola has established bilateral partnerships and a strategic partnership framework for its programme activities. The main development partners of UNDP Angola are: the UK’s Department for International Development; Chevron, the European Commission; the Governments of Norway, Japan, and the Swedish International Development Agency;

Cost recovery

The Cost recovery refers to the additional resources that country office mobilizes in order to provide support to projects and other United Nations agencies. In reality it is a service charge. The principal cost recovery charge for the programmatic services provided to the implementation of donor contributions is called General Management Support (GMS).
