UNDP transfers technical means of the Capacity Development Project of INAD

Luanda, 23 July 2012 - The United Nations Development Programme (UNDP) has transferred on Friday, July 20, in Luanda, to the National Demining Institute (INAD), technical means used as part of the capacity development project of the Angolan institution.

 

The ceremony of transfer of those goods, especially vehicles and equipment, took place at the National Technical School of Demining, located in Viana district, attended by representatives of the UNDP and INAD.

In his speech, the UNDP Deputy Director of programmes, Olaf Juergensen, said that the UNDP recognizes the close link between the fight against the scourge of mines, infrastructure rehabilitation, national reconstruction and implementation of development projects in all the country.

"The presence of landmines and explosive remnants of war restricts the freedom of people and goods, prevents the reconstruction of the railway network and the provision of water and electricity throughout the country. On the other hand, increases the vulnerability of rural communities to reduce access to basic social services as health and education, "explained

It is for this reason that since 2003, the UNDP decided to support the efforts of the Angolan Executive in mine action, by establishing a partnership with INAD, to increase their management capacity and training of its technicians, as well as contribute to the improving their operational capability.

 

The project also contributed to the adoption of best practices and standards of International Mine Action and that have been used all over the country.

Olaf Juergensen assured that the UNDP will maintain a close partnership with the Angolan government in fighting the scourge of landmines in Angola, taking into account obligations under the Ottawa Convention.

“For us, fighting the mines is also fighting poverty and contributing to the development of the country. With the transfer of such technical means, including vehicles and equipment, we thought to be contributing to greater effectiveness and efficiency of the operations of INAD.” he added.

On his side, the Director General of the National Demining Institute, Leonardo Sapalo Severino said that the implementation of the UNDP project, his organization, as public operator for Humanitarian Demining, has developed a training manual for his staff and operators of the action against mines in the country as well as improving their equipment and deployment of technical staff knowledgeable.

 

All this was done in order to maintain security levels in the demining work, he said. According to him, there was a national development plan and strategic partnerships so as to ensure effective participation of all partners in implementation of this project.

With the receipt of these vehicles, the National Demining Institute will increase its capacity for mobility and deployment of its administrative and operational staff, he added.

The project ran from January 2007 to December 2011 and has enjoyed the cooperation and funding from the governments of Japan and Italy.
