Decentralization Local Governance Project Annual Review Seminar evaluates municipal post-training performance

Luanda, 27 March 2009 - The UNDP-Angola Decentralization and Local Governance Project (DLG) now headed by the Territory Administration Ministry (MAT), held its Annual Review Seminar, March 26-27 in Malanje province, to assess the performance of 18 local municipalities, after they were trained last year in terms of Planning and Budgeting, Finance Management and Accounting, Data collection and analysis, Elaboration of municipal profiles, as well as Elaboration of strategic plans for local development and Elaboration of annual plan and budget.

 

The two-day seminar gathered a total of 56 delegates, namely local Administrators and technicians (Technical Teams) from the 18 municipalities of Malanje, Uige, Bié, Kwanza Norte and Bengo provinces involved in the project.

It should be recalled that these municipalities were trained under the DLG project, upon their definition last year by the Central Government as “Budgetary Units”, eligible to the Municipal Management Fund – FUGEM under the Law Decree Nº 8/08.

Meanwhile, the DLD is scheduled to hold a joint seminar, April 13-14 in Luanda with the Angola Finance Ministry (MINFIN), to focus on Procedures and Rules in Finance Management and Accounting, aimed at strengthening the technical capacity of municipal administrators for a better management of FUGEM funds, to help boost local development and poverty reduction in the ongoing decentralization process.

 

The seminar is expected to gather 150 delegates from the 68 local municipalities (Budgetary Units), which benefited from the FUGEM.
