First National Conference on Urbanization & Housing

Luanda, 13 April 2009 - Angola held its first National Conference on Urbanization and Housing, April 11 in Luanda, in the light of the global economic downturn, to revalue the presuppositions of its development and allow a larger synergy and coordination of efforts in the implementation of the Government's Program in these two sectors.

At the opening ceremony, Angolan President, His Excellency José Eduardo dos Santos, defended the institution of a Fund to foment Housing at controlled costs. “There is need to stop the current speculation confronting the real estate sector", he said.

For such, the Government proposed the adoption of territory order and master plans at both provincial and national levels, to be followed by the promotion of a culture of respect towards public interest, in order to end the high indexes of illegal occupation of lands, and disordered, clandestine construction. The conference was gathered by real estate agents, entrepreneurs, academics and civil society agents.

Meanwhile, another 1st National Conference on Economic, Social and Cultural Rights (DESC) was held in the Auditorium of the Catholic University in Luanda, from April 13 to 15, in a moment when a new Angolan Constitution is being discussed. The event was aimed to promote an approach to DESC in the Government and Civil Society agendas, through the exchange of international and national experiences on the implementation of DESC, as well as to reflect on each sector’s responsibility.

The event was organized with the support of PAANE, Dutch Embassy and World Bank. Provincial delegates attended the conference, including a UNDP-Angola delegation.
