CNIDAH Final Report

Luanda, 30 April 2009 - Mr. Mohammad Qasim, Chief Technical Advisor-CTA, presented, on April 23rd, a summary of the activities and impact of the technical advice for the consolidation of the National Intersectoral Commission for Demining and Humanitarian Assistance – CNIDAH.

 

The duration of this project, conducted in partnership between UNDP and CNIDAH was originally formulated for 18 months (July 2007 - December 2008) under NEX (National Execution) modality and extended for further 3 months (January-March 2009).

The overall objective was to strengthen the capacity of the Government of Angola to ensure the security and access of the population to mine-affected areas, and to facilitate the electoral process, whereas, the specific objective was to build the capacity of CNIDAH to enable it to perform its duties as enshrined in the Mine Action Strategy Plan 2006-2011.

Achieved outputs:

  CNIDAH management is more agile and competent, with clear and shared duties, adequate internal planning, administration, and human and financial resources management practices;

  CNIDAH trained to prepare yearly National Demining Work Plan, based on required standard and specificity;

  CNIDAH work in Quality Assurance in compliance with international standards;

  Provincial liaison Information Officers from the 18 Operation Rooms duly trained;

  CNIDAH trained to collect, process, produce, analyze and disseminate reliable data on mined and demined areas, as well as on mine accidents and incidents;

  Reduction of mine danger in communities facilitating the movement of people and goods;

  Risk reduction on medium and low impact communities, also facilitating the movement of people and goods;

  National capacity fully established and developed for implementation of mine action in Angola;

  Established an advanced mine action program, akin to better and effective mine action programs worldwide;

  Angola State fulfilling its commitment as signatory of the Ottawa Convention; recognizing the dimension of the problem of mine contamination in the country;

Accurate reporting of the status of mine action in Angola through progress reports.
