UNDP donates vehicle and office equipment to Ministry of Family and Women's Promotion

UNDP Angola donated 1 (one) vehicle and Office equipment including computers, printers, camera and a projector to the Ministry of Family and Women's Promotion (MINFAMU) on Thursday, October 1, 2009 in Luanda. The donation, made available by the Spanish Cooperation, was aimed to support Gender related actions, the women's participation in several social activities and other components within the framework of the ongoing process of decentralization and local governance in Angola

On the occasion, UNDP Angola Director, Mrs. Gita H. Welch, said the donation marked UNDP's commitment to cement, more and more, the partnership with the Angolan government.

Mrs. Welch recalled that Phase II of UNDP Angola's Decentralization and Local Governance Project (DLG), considers the Gender issue in local development processes as one of the fundamental components for its intervention, and therefore, introduced component 4 to focus on GENDER AND PARTICIPATION.

 

The vehicle donated by UNDP to MINFAMU

Among the actions within the framework of component 4, the UNDP Angola Director stated that:

  • The project conducted, during its installation phase, discussion sessions with the Municipal Administrations, seeking to understand, together with the local population, the way how men and the women are having equal opportunity to integrate the Council of Social Auscultation (CACS) in the 18 municipal districts and respective communes (in the light of Law Decree No. 2/07) on which the project is based;
  • The project has been supporting (in the 5 provinces covered) the ongoing process of public consultation by the MINFAMU, within the framework of collecting contributions for the elaboration of the National Gender Policy and respective implementation Strategy;
  • The sessions of methodological orientation to conduct the Diagnostic and Elaboration of Municipal Profile, have always integrated the subject of data disaggregation in a way to reflect, in the statistical data, the conscience on gender issues. In the same way, the sessions of methodological orientation for the Annual Plan of Action and Budget include the Gender aspects;
  • Recently, the project supported the preparation and accomplishment of a training on Gender issues, developed by MINFAMU and intended for parliamentary women;
  • Supportive Actions intended for entrepreneur women's groups are at planning phase in the municipal district of Kambambe, framed in the perspective of creating self-employment and increasing family income;
  • The project supported a visit to the Republic of Mozambique, led by the MINFAMU Minister, aimed to gather experiences in the elaboration of Gender policy and strategy, as well as to understand the strategies and mechanisms on the integration of Gender issues and the women's participation in the processes and initiatives for local economic development and fight against poverty

In her turn, the MINFAMU Minister, Mrs. Genoveva Lino, thanked the gesture, stressed its importance, and affirmed that the donation marked the existing cooperation between the Angolan government and UN, through UNDP, in strengthening the institutional capacity.

For the Government Official, the new equipment will give an impetus to the tasks by her Ministry, to be able to reach the objectives foreseen for the woman's progress in Angola, and above all, as to Gender approach is concerned.

The MINFAMU Minister added that besides the several joint interventions together along the years, UNDP's presence in the act was framed in the Program of Decentralization and Local Governance to which the Spanish Cooperation is part of and other social partners.

Meanwhile, Spanish Cooperation Programme Director, Mr. Josep Puig, was grateful for introducing his country during the ceremony as a privileged partner of the United Nations.

The diplomat recalled the strong commitment between his country and the Angolan government, in terms of support to decentralization process and women's empowerment, a will already expressed by Spain for experience sharing with Angola, he said.

Mr. Puig concluded that his country has been and will continue to develop efforts and to allocate financial and human resources to support the Angolan government in this sense.

It should be recalled that the Decentralization and Local Governance Project is led by the Ministry for Territory Administration (MAT), and comprises five components, namely: "Municipal Training", "Planning and Budget", "Fiscal Decentralization", "Gender and Participation" and "Coordination and Management."

Under this project, the MINFAMU has been working in the implementation of actions in the provinces of Bengo, Kuanza Norte, Malanje, Uíge and Bié, to prepare women for their participation in decision making organs of several social spheres.
