Moving to Budget Suppport

How can we support poverty reduction programmes while at the same time improving the status of local institutions and accountability? This OECD/DAC policy document explores the advantages of making a transition from the provision of funds on a single project basis to a budget support approach that aims at supporting the priorities of poverty reduction programmes as identified by the borrowing countries.

Budget Support Versus Project Aid: A Theoretical Appraisal

One reason for the frequent failures of foreign aid to bring about pro-poor social programmes is that aid programmes do not always create the right incentives for recipients to implement social programmes. This IMF paper develops an economic model which compares project aid and budget support, to show the conditions under which aid is most likely to meet donor objectives.

Partnerships Between Ministries of Education and International Funding and Technical Assistance Agencies

This paper tracks the development of the sector wide approach to the education sector in Mozambique and notes the relative success in achieving genuine partnership between international organisations and government. The study outlines the factors and conditions that seem to facilitate partnership.

Changing Policy and Practice from Below: Community Experiences in Poverty Reduction

This publication--compiled by UNDP's Civil Society Team-- documents the experiences and lessons learned of civil society organizations in nine countries. Three types of tasks are associated with supporting CSOs for the joint purposes of development and poverty reduction: engendering a conducive environment, enhancing internal capabilities, and building productive linkages. The cases presented in the volume help to illuminate how each of these tasks can be accomplished in practice.
