The SEILA programme of the Royal Government of Cambodia supported by
the CARERE project addresses the challenges of poverty reduction and local
governance in a country which counts 85% of its population in rural areas
and has suffered over 30
years of war and crisis.
After nearly 4 years of implementation, we would like to share the accumulated
experience of the CARERE/SEILA project with you; not only the overall picture,
but also the methods and strategies for capacity building in five provinces
with the
participation of 10,000 civil servants, commune and villages leaders,
as well as the results of more than 400 subprojects in key sectors, including
agriculture and rural credit, health, water and sanitation, education and
culture, infrastructure and natural
resource management.
CARERE/SEILA is a unique experience of a decentralized rural development
project that has been able to generate experiences in local governance,
which have had national repercussions. The key aspects of the methodology
have now been adopted by various ministries (Ministries of Finance,
Planning, and Interior in particular).
The internet surfer will have access to three different areas which
consist of: (1) an overview of the project, (2) an in-depth description
of the activities, (3) and several online databases from which to draw
information for analysis. This effort in promoting transparency is dedicated
to all citizens committed to Sustainable Human Development and to the partners
of the CARERE/SEILA programme: the Royal Government of Cambodia, Australia,
the European Union, the Netherlands, Sweden, the United Kingdom, the United
Nations system, and the World Bank.
UNDP is proud of what has been achieved through the CARERE project with
the people of Cambodia. We hope that you will share this point of
