Rehabilitation Support to the Educational Sector



Context

The education sector needs assessment carried out in 1995 by the Government of Liberia and the UNDP-UNESCO identified the most critical constraints on rehabilitation as being:

Lack of capacity for planning, supervision and monitoring of the education system;

Inadequate skills and capacities of teachers and other staff for production work;

Lack of physical facilities required for major rehabilitation support of schools; and

Inadequate capacity for curriculum development and the production and distribution of instructional materials.

Objective

Contribute to strengthening the Ministry of Education's capacity to assess, plan, supervise and monitor educational activities/programmes.

Support human resources development at the Ministry of Education and of the school system, through in service training programmes and workshops for teachers and local management committees and the provision of teaching materials.

Achievement

1. Capacity Building

Establishment of a Mini-Education data Bank

-Set up procedure and structures for on-line data collection, analysis and annual publication of statistical reports.

-Trained 15 statistics staff Ministry of education and Ministry of Planning and economic Affairs.

Appropriate Structures for Effective Management of the Education sector

- Establishment of 13 County Education and Training Councils(CETC)

-Guidelines and operational manual for CETC's

-Special Programmes Units, e.g. for implementation of mass Literacy programme.

National Consultative Mechanism and Dialogue

-Two major consultative conferences/dialogues were held with 650 participants.

-National consultative retreat for Ministry of Education and Legislator with 350 participants.

Training and Human Resource Development

-4,500 teachers nationwide received in-services training.

-200 returness and unqualified teachers received training in collaboration with UNHCR and UNICEF.

-30 technical staff of the Curriculum and textbook Division trained in curriculum development nd materials distribution.

Training of MOE Professional and Technical Staff

- 6 training workshops held

-250 professional staff (i.e. Division heads, Directors, County Education Officers, District education Officers) received training inn project design, packaging and monitoring.

-84 professional staff received training in project design, packaging and monitoring.

-7 Planning department and 12 Statistics Division staff were trained in statistical analysis and data processing.

-103 County education Officers, District education Officers and CETC Chairpersons were given training in projects planning, programming and monitoring.

Syllabus/Curriculum Development

- Structures and frameworks for national curriculum review were established.

-Special programme and curriculum development studies were conducted.

-Operations Manual for Central and County Education and Training Councils.
